How it works
Every stage has explicit gates, public records, and designed empty states. Nothing advances by popularity alone.
The pipeline
Problems are validated with community evidence. Proposals move through co-drafting, deliberation, costing, feasibility review, and prioritization before submission. Institutions respond publicly; implementation is tracked.
Verification tiers
Participation depth depends on verification level: email (L1), document verification (L2), and institution-affiliated roles (L3+). Eligibility for votes and submissions is always explained before you act.
Thresholds
Country-configured thresholds combine validation scores, evidence quality, deliberation completion, expert review, and support signals. Threshold rules are published per country space.
FAQ
Eligibility depends on verification level, civic space, and vote lane (resident, diaspora, expert advisory). Every ballot explains why you can or cannot participate and how to become eligible.
