SOE Transparency and Reform addresses the root causes through coordinated public investment, transparent procurement, and measurable service improvements with citizen oversight. Require quarterly published scorecards for the ten largest SOEs with standardized debt and dividend metrics.

1. Publish implementation charter and KPI baseline within 90 days.
2. Launch pilot in two governorates with independent monitoring.
3. Digitize application and reporting workflows for beneficiaries.
4. Establish inter-ministerial steering committee with monthly public updates.
5. Scale nationally after pilot evaluation and parliamentary briefing.
6. Integrate results into national budget and medium-term plan.
